A Louisiana truckstop is battling
animal welfare groups for the
right to house big cats

GROSSE TETE, La. — There’s a battle shaping up in this small town just west of Baton Rouge, pitting a truck stop owner and his pet cat against a horde of enraged animal activists.

And the showdown promises to be heated.
In one corner, you have Michael Sandlin, local entrepreneur, employer, owner of the Tiger Truck Stop and companion to Tony, the splendid Bengal/Siberian tiger.

In the opposite corner, you have animal-rights activists from around the States, led by the Oregon-based Animal Legal Defence Fund. (ALDF). The ALDF believes Tony’s habitat isn’t at all grrrreat after all and that Sandlin is being negligent with the animal.

The ALDF took the matter to court and last week, a Baton Rouge Court ruled in their favor, stating that Tony has to be moved from the truck stop to another locale later this year. Most likely locale: A tiger sanctuary somewhere in Florida.

Left unchanged, the ruling would mean Sandlin’s has to give up Tony in December.

Sandlin is anything but supine.

“Hell will freeze over before I let Tony go to BCR [Big Cat Rescue] in Florida,” Sandlin told todaystrucking.com
“My attorney and I feel that they violated my civil rights as they were deciding what to do with my property without giving me a chance to present evidence and defend my property,” he says in an interview.

“We’ll be requesting a new trial and I think we can knock all their stuff down.”

You can already guess the two sides to the story.

The animal-rights activists feel Tony shouldn’t be at the truck stop; they say he’s exposed to diesel fumes and doesn’t get enough exercise; Sandlin counters with the fact that he loves Tony, the tiger is not exposed to diesel fumes, and that the truck stop is the only home Tony knows.

On the truck stop’s website, Sandlin posts: “We’ve taken a lot of heat from animal rights’ activists that say our tigers ought to be out in the wild, but we really love these cats and take the very best care of them we can. Some people have told us our cats look like they get better care than cats at a lot of the zoos. They’re reproducing well, and that says a lot about the care they get.

“Who is to say that a balanced diet, program of veterinary care, doubling the tiger’s life span, love, and human affection are not better than the alternative?”

As Pam the truck stop attendant told todaystrucking.com, “Mike loves that cat. There’s kids in these parts who don’t get the tender loving care Mike gives Tony.”

The story is attracting lots of attention.

Actor Leonardo DiCaprio has spoken in favor of the animal-rights folks and Sandlin told our reporter that one of the largest American sensationalist newspapers, the National Enquirer, is carrying the story.

Many truckers who’ve been through Louisiana have stopped at the Tiger, and even if you haven’t, you might have had a glimpse of Tony when the truck stop was featured in a tawdry thriller called Palmer’s Pickup, in which a cougarish Rosanna Arquette plays an oversexed gun-totin’ female truck driver.

Sandlin, who was raised in the truck stop business, bought the Grosse Tete location in ’88. His brother found himself in possession of two tigers that year and Sandlin made a home for them at the truck stop. Over the years, the truck stop has been home to about 13 tigers all told. Some have passed on, some gone to tiger retirement homes.

With 35 employees, the full-service truck stop also employs about one-twentieth the population of Grosse Tete.

“It’s a small mom-and-pop business,” Sandlin says, “We’re famous for our red beans and rice with alligator sausage as well as many other Cajun dishes.
“Truck drivers that come to the truck stop on a regular basis will tell you that Tony recognizes them and gets excited to see them when they visit.

“Children who have had the opportunity over the years to feed the cubs that were born here will never forget their experience.”

Both sides have launched petitions on their websites; and the fight is only beginning. Stay tuned.

Drivers join animal-rights activists in call for relocating the ‘truckstop tiger’

By: Truckers News Senior Editor Todd Dills || February 1, 2011

Two years have passed since I first wrote about efforts of animal-rights activists to force Gross Tete, La., Tiger Truck Stop owner Michael Sandlin to relocate the caged Bengal-Siberian tiger on the site of stop.
Tony, as the tiger is known, has been on display there for 10 years as an attraction to curiosity seekers, and several predecessor tigers have made the stop a sort of institution along I-10.
Those previous efforts, aimed at forcing local and state governments to enforce an existing law that, activists argued, made the stop’s display of the tiger illegal, failed in March that year. The Louisiana Department of Wildlife and Fisheries issued the Tiger Truck Stop a temporary permit for Tony’s display, and said permit was renewed nearly two years later after an unannounced visit by an LDWF inspector found conditions satisfactory in December last year.
Leading into the moment of the original permit’s expiration in December, a renewed effort by activists was launched, with a petition filed with LDWF by the Animal Legal Defense Fund that argued not just for Tony’s removal on the grounds of general conditions but that the permits being issued had no legal underpinning. This time around, joining the public call for Tony to be uncaged was a set of folks among your fellow drivers.

Notably, Allen Smith, a fuel hauler and proprietor of AsktheTrucker.com
with his wife, Donna, had been writing about the dispute over the tiger for a long time himself, but he hadn’t seen the tiger in about six years when he and Donna revisited Tony back in October.
They posted a video subsequently that showed what they felt was an animal in distress, pacing around a fairly small caged area, eating grass from the enclosure. What’s more, Smith has in the past praised the Tiger Truck Stop for other things, like its down-home food and service, perhaps uncommon among stops of late. But after CNN asked for footage from his visit and then ran a story Smith felt unfairly portrayed the condition of the tiger, running an older video, in a November post at AsktheTrucker.com he called tiger owner Sandlin’s own statements about Tony’s health “totally false.”
Smith went on to say that, in the CNN report, “Sandlin states that Tony is a ‘beautiful, healthy’ tiger and is ‘not isolated.’ When asked about the ‘Do Not Throw Rocks’ sign on the outside of the cage, Sandlin counters that the only people throwing objects at Tony are the animal rights activists and refers to them as ‘domestic terrorists.’ He also states that Tony is ‘very well taken care of’” (italics Smith’s).
Smith called for truckers to boycott the stop: “There is something seriously wrong in Grosse Tete, Louisiana. Truckers should boycott the Tiger Truck Stop until this real issue is solved.”
Though it remains to be seen what will happen next, as both the truckstop and the activists seem determined to dig in their heels over the issue, money talks louder than words in most cases, as Smith’s call for a boycott acknowledges. Other drivers joined him in expressing the sentiment. Note the volume of comments to my blog post (http://www.bit.ly/dXSuiA) on the subject Dec. 6. Though not all the comments were in favor of removing Tony, and most weren’t from drivers, a solid majority were no doubt energetically behind the notion of relocation to a more humane living arrangement for the animal.

The following release is from the Animal Legal Defense Fund who today filed a lawsuit against The Louisiana Department of Wildlife and Fisheries on behalf of Tony. Direct link: http://www.aldf.org/article.php?id=1675
ALDF Files Suit to Free Tony the Truck Stop Tiger
The stench of fuel. The deafening sound of diesel engines. The neverending boredom of captivity and isolation. Such are the conditions in which Tony, a 10-year-old Siberian-Bengal tiger, has spent every day and night of the last decade at the Tiger Truck Stop in Grosse Tete, Louisiana. It’s no life for a tiger, or any other animal. That’s why the Animal Legal Defense Fund has filed a lawsuit in Louisiana, arguing that the permit that allows Tony to languish in a roadside cage violates state law.

Tony’s Tragedy
In addition to being subjected to noise and diesel fumes 24-hours a day, Tony is also frequently harassed and taunted by visitors at the truck stop. His enclosure is devoid of adequate enrichment, such as logs, trees, or complex vegetation that would allow him to engage in natural tiger behaviors. He has no pool of water large enough to allow him to submerge himself to cool off in the blazing heat of the summer. As a result of the stress of his confinement, Tony constantly paces on the hard concrete surface of his enclosure, putting him at risk for dangerous and painful veterinary conditions. Michael Sandlin, the owner of Tony and the truck stop, has been cited by the USDA due to violations of the Animal Welfare Act, including a lack of proper sanitation and improper feeding practices.
Year after year of living at the Tiger Truck Stop have taken their toll on Tony’s health. The ambient noise from the nearby freeway and the idling trucks, their diesel engines spewing noxious fumes directly into his enclosure, is painful and obtrusive to an animal with such sensitive hearing and an acute sense of smell, says veterinarian Jennifer Conrad, who has 16 years of experience with captive large cats and has visited Tony. “Based on what I have observed of Tony’s enclosure at the Tiger Truck Stop and his behavior from video and photographs, it is my professional opinion that this tiger is in poor condition and needs intervention on his behalf,” she says.

ALDF’s Argument
On April 11, 2011, ALDF filed a lawsuit against the Louisiana Department of Wildlife and Fisheries (LDWF) and its secretary Robert Barham, arguing that he violated state law in granting a permit allowing Sandlin to exhibit Tony at the Tiger Truck Stop. Joining ALDF as a co-plaintiff in the case is former Louisiana Representative Warren Triche, who authored the state’s law which led to the ban on the private ownership of tigers. Two other Louisiana residents, also deeply concerned by Tony’s long-time suffering, are additional co-plaintiffs.
At the heart of ALDF’s position is the fact that Sandlin’s current housing of Tony violates state and local laws. In 2006, the Louisiana state legislature unanimously passed Act 715, which required LDWF to control the private ownership of big cats. The department enacted regulations prohibiting citizens from keeping a tiger as a pet or exhibiting a tiger in the state. In passing these regulations, the department rightly declared that possession of big cats and certain other exotic animals poses significant hazards to public safety and health and is detrimental to the welfare of the animals.
The regulations provided an exception, however: individuals who legally owned big cats as of August 15, 2006, were grandfathered in. These owners would need to apply for an annual permit from the LDWF. An ordinance passed in Sandlin’s parish of Iberville in 1993 made it illegal for anyone to keep a tiger or other large exotic cat on his or her premises for exhibition. In other words, Sandlin did not qualify for the exception because he was not in legal possession of Tony. In addition, Sandlin is ineligible for the state’s grandfathering provision because he does not live on the premises where Tony is kept, contrary to regulations.
Despite the fact that Sandlin was ineligible for a grandfather permit, the LDWF nonetheless issued him one. ALDF is taking the department to court to invalidate this illegally-issued permit.—and free Tony from his troubled life at the truck stop.
Take Action
Join the Animal Legal Defense Fund in urging the state of Louisiana to revoke the permit that allows Tony to be kept at the Tiger Truck Stop—a permit that violates both state and local ordinances designed to protect people and wild animals like Tony.
